Beneficiaries of the Rwandan Red Cross (RRC) support affected by covid-19 in Ngoma district, Kibungo sector will have to sign a performance contract after receiving funding for an income generating project.

In a few days, 241 families affected by the covid-19 health crisis in Kibungo sector will each receive 150,000 frws to start an income generating project.

“We want that after three months, for example, you should be able to show the profit made,” asks the Director of Planning, Monitoring, Evaluation and Reporting, Emmanuel Ntakirutimana. “We want people not only to find food today, but to return to a normal life like before the health crisis,” he says.

The beneficiaries signed a performance contract with the executive secretary of the Kibungo sector, Consolée Kanzayire and the representative of the RRC in the Eastern Province, Jeanne d’Arc Muhawenimana.

She spoke about the need for performance contracts. “We must attach importance to the signing of the performance contract because we want to improve the living conditions of the vulnerable people we serve, we want them to be able to help others one day,” she insists.

The idea is apparently well accepted. “Families are used to signing performance contracts without any external support, we think that the population will not have any difficulty in realizing this challenge,” says Consolée Kanzayire, executive secretary of the Kibungo sector. For all intents and purposes, she promises to follow up on the projects that will be located in her administrative entity.

Initially, each of the beneficiaries received 30,000 frws thanks to money transfer by message on their mobile phones. This is a sum intended to meet the most urgent primary needs.

The beneficiaries commit themselves to use this support wisely

At the ceremony to hand over the money for primary needs, some people were invited to avoid the spread of the coronavirus.

All the beneficiaries contacted on this occasion promise to make good use of this support from the Rwandan Red Cross (RRC).

“For the 30,000, I will buy food, I also lacked a mobile telephone. These are priority needs. For the fund to finance a project, I will buy a pig, for the rest I will start a street trade like everyone else,” promises Gisèle Irankunda, from the Karenge cell, Kibungo sector. “If I had a plot of land, I would start a pig breeding project,” she laments.

Jean Claude Karuma, also from the Karenge cell, is a person living with a disability but without any complex. Before covid-19, he worked for a gambling company. With the confinement, the doors were closed until now. With his savings, he has committed himself to raising a few broilers and plans to improve his project.

“The 30,000 Rwfr we just received will be used to clean up my chicken coop and buy food for the family. The next 150,000 will allow me to strengthen my broiler breeding project,” says Karuma.

A big support project that goes beyond Kibungo

In Ngoma district, this support project for people affected by covid-19 will be implemented in three sectors, namely Kibungo, Jarama and Mutenderi, as they were the most affected, according to Jeanne d’Arc Muhawenimana, RRC representative in the Eastern province. The beneficiaries in this district amount to 641 families.

About 20 million Rwandan francs have been mobilized to finance primary needs, while 96 million will support income-generating projects in the three sectors of Ngoma district.

This project, called BAHIA, supported by the Belgian government through the Belgian Red Cross, covers four districts in the Eastern Province. In addition to Ngoma, there are Kirehe, Kayonza and Nyagatare. 2500 families have been targeted with a fund of more than 400 million Rwfs.

Everywhere, the introduction of performance contracts has been demanded.
