The Nyaruguru district was ranked first in the evaluation of the performance contracts because the trio composed of the mayor, François Habitegeko and two vice-mayors, Colette Kayitesi for social affairs and Janvier Gashema for economic affairs and development work as a team and in perfect harmony.
The evaluation of the performance contracts for the fiscal year 2019-2020 allowed Nyaruguru district to take first place at the national level with 84%.
Gakwaya Faustin, 72 years old, has lived in downtown Kibeho since his childhood. For him, there is currently a good understanding not only among the population but also within the team that governs at the district level. “I often see our leaders with hoes and wheelbarrows working among the peasants when it comes to building our children’s schools. It makes us happy and motivates us,” he says. “I think something has changed up there,” says old Gakwaya.
“It’s the first time I’ve seen such a close-knit and respectful team at this level. A team that even shares Nyaruguru’s values. We are happy that our effort is being rewarded,” adds a former member of the district advisory council.

The deputy mayor of the district in charge of social affairs, Colette Kayitesi, also confirms the views of the population. “It’s true. The observation of these individuals is well-founded. We work as a team. We plan together and share tasks after consultation,” she says. “But people need more than first place. They are still waiting for us to build health posts in each cell, …” she adds humbly.
Since 2016, the Nyaruguru district has seen the hasty departure of two vice-mayors in charge of economic affairs and development. The current one is the third in a period of five years. It is also the first time since 2008 that Nyaruguru district has been ranked among the top 3 in the annual performance evaluation. This coincides with the expiry, next December, of the second mandate of the current mayor, François Habitegeko.
