Uganda’s Chief of Military Intelligence is no longer Major General Abel Kandiho. He is replaced by Major General James Birungi, three days after Muhoozi Kainerugaba’s visit to Urugwiro Village.
After the visit of Lieutenant General Muhoozi Kainerugaba, Commander of the Ugandan land forces in Kigali, Major General Abel Kandiho is sent to South Sudan. He becomes Head of the Security Monitoring Mechanism.
The Head of State of the Republic of Uganda, Yoweri Kaguta Museveni, has appointed Major General James Birungi as the new Chief of Military Intelligence.
The son of Kaguta Museveni and his security advisor, Lieutenant General Muhoozi Kainerugaba, was received by the Rwandan Head of State, Paul Kagame, last Saturday. They discussed relations between the two countries, Rwanda and Uganda.
For three years, Rwanda has set as a condition for a resumption of normal relations with its northern neighbour, the cessation of persecution against Rwandans and the end of support to groups seeking to destabilise it.
Several Rwandans have been imprisoned, tortured and even killed. Others were expelled without any assets after having earned their living as honestly as possible for several years.
Only one Ugandan institution has always been singled out: The Ugandan Military Intelligence (CMI) and its head, Major General Abel Kandiho.
This decision of the Ugandan Head of State, Yoweri Kaguta Museveni, is a positive step towards the resumption of bilateral relations between the two neighbouring countries and members of the East African Community.
